Why Doesn't Paypal Work With Apple Music?

Pretty much as the question says, I don't want to be forced to use my credit card when I can simply just put my paypal address for app store purchases. Why is an Apple Music subscription not one of these valid purchase options for paypal?

It does *after* signing up, but not *to* sign up.
