Since installing High Sierra I cannot add printer anymore. After I have selected printer and driver and click on the "Add" button the window closes and nothing happens. No printer is added to the list.

I had same problem but managed to fix it using the IP option. Printer was not working since latest High Sierra update, so I deleted it in "Printer & Scanners" and tried to add it back in. No printers at all showed up in the "Add" window so there was nothing I could select — just a blank window pane. The appropriate printer driver was in my mac's library folder, so there was no reason why it shouldn't show up. Eventually problem solved by switching from the "Default" tab to the "IP" tab in the "Add" window and typing my printer's IP address. (This was fairy easy to find on my HP printer's display.) The IP number was recognised immediately (as confirmed by my printer's model number appearing underneath) and printing worked straight away after that. You can then rename your printer if you want to call it something other than a string of IP numbers.

this has solved my issue!
I tried adding a HP Printer: in Printers & Scanners I tried "Add", printer showed up, couldn't find driver through Apple system, dowloaded it from HP, but after install it still didnt show up in drop down, so I "Reset printing system", tried "Add" again and now driver showed up right away!

Two things you may try:
1) add the printer whilst in Safe Mode
2) reset the printing system
Are you the local admin when adding the printer? Is there a profile or "payload" configuration associated with these printers?
And to confirm your comment above above about CUPS not seeing any printers, lpstat -v does not show any printers?
I was able to add my printer by placing the .ppd file in my documents folder and selecting "other" when selecting the driver. I think Apple changed the folders for .ppd's because I got the error "some of your software is missing". hope this helps.
Did you try updating to 10.13.1?
Sometimes you need the driver from the printer. Go to their website and download the latest driver.
I solved the problem on my own with no help from this group. I did a google search and fixed the issue.
The issue happened to be with the drivers of my Dymo label printer. After drilling deep in the System Library I found the cause.
Reinstalled the drivers and my printer worked with no issues.
How is the printer connected to your mac? Is the printer turned on?
Go to app store download new updates . some new updates that fixing errors . Sure miss mr jobs

Seeing this issue also. We use Macs in a Windows AD environment, where printers are shared out by one of our domain controllers. We can connect and see the printers, but adding them through the wizard results in nothing being added to the list. Nothing added within CUPS either. We observed this behaviour only in High Sierra so far.
Tried the following, to no avail:
Added the printer either as the local admin or the domain account (who is also give local admin rights).
We do not have hardware profiles associated with our Macbooks as of yet, it's a feature we're currently exploring with Apple.
I've usually just enabled the CUPS web UI, then went to http://localhost:631/printers, but yes.
What kind of printer are you trying to add? Are you using AirPrint or the vendor driver?
Did you update to 10.13.1? One of the reported fixes involved connection to windows network printers, AFAICR.
Instead of just waiting for answers here in the Apple discussion, why don't you call the company who made your printer and ask for technical support that is a good place to start.
