iCloud storage still full after deleting photos from iPhone

I have the 50gb plan, and about 37gb of photos (had almost 12000). A couple days ago I decided to clear a bunch of images. I deleted a couple thousand old phgotos on my phone thinking I'd free up a couple gigabytes.

Nothing.

Even now, days later, my iCloud is still full, and I don't know how to clear it. Help me out guys?

iPhone 6s, iOS 11, 64gb

The photos are probably still on the server.

Other people have posted similar problems and after contacting iCloud support, found it was a server problem. iCloud support reset everything. You may have to politely ask for a level 2 person.

If necessary contact iCloud Support. You may have to try twice.
