I’ve pressed the home button and the power button, releases the power button once the apple logo comes up, but still takes me back to this screen. I also do not own a computer.
What is happening?

You need to go to a computer shop or make an appointment at Apple store For restorE
Or a friend who has a pc running the latest iTunes 12.7

Recovery mode, the procedure that you're trying to do, requires a computer. If you do not have one, you'll need to use someone else's. Visit an Apple Store, even a local library, or some public place that has one. Or borrow one from a friend.
