probably b/c you purchased it from a country where facetime is banned, you can find out the country provided in the link.

If it originated from Israel, Turkey, or a country outside the Middle East(except for Pakistan), because it was either deleted manually or disabled in the restrictions.

If it originated from Egypt, Qatar, Oman, Jordan, Lebanon, Bahrain, Kuwait, Pakistan, Saudi Arabia, or the United Arab Emirates, because it's disabled through an internal configuration file and not overridden through the SIM.

I purchased a new iPhone 8 Plus in Washington state (USA) and can not find FaceTime. No FaceTime icon, no mention of it anywhere in any of the OS system settings/options. When I query FaceTime with Siri, I get a message that iPhone is set to restrict FaceTime calling. I can't find where this setting is. Any suggestions?

NO. If the phone does not have FaceTime on it, then you will never be able to get it on that phone. You will need to get a new phone that has it on.

BINGO! I didn't know where the "restrictions" area was. It took a few tries to get past activation errors, but it is now working. Thanks for helping me out!
