iOS11: Download an older version of this app?

I tried to download "Google Drive" and some other apps from the App Store to my iPad that is running iOS10.3.3 and I get the following error message "The current version requires iOS 10.3.3 or later, but you can download the last compatible version".

First, I'm already running iOS 10.3.3 as I cannot run iOS 11 on this older iPad. Second, I keep getting this message every time I agree and click "Download". How can I get rid of this prompt?

Thank you, Apple.

The question being asked by Apple in that dialog box is not do want to download an older version of iOS (10.3.3) but rather, do you want to download an older version of the app that you're trying to download which is still compatible with iOS 10.3.3. App developers may supply an older version of their app; one that's compatible with the older version of iOS that is on your device so you can still run the app.

Newer versions of iOS will require a newer version of the same app to run properly.
