I want to buy and Apple Watch series 3, my only question is when I buy the sport version, I want the normal black case, but I want the Flash green and black band with it, is there a way I can get that with the watch without buying it? (separately in store, not online.)

Apple does not offer a band swap option or the option to mix and match bands and cases when buying Apple Watch, whether in store or online.
When initially buying Apple Watch Series 3, it is only available in certain preconfigured combinations of band and case. All models that are currently available to buy (in the US, for example) are detailed here:

If an included band will be surplus to your requirements, then you may wish to consider selling it.
