How to fix billing information problem?

I recently bought a master card (gift card) at the store. I bought a couple of apps on it and still have a couple of dollars left. However, after I bought what I needed I haven't used the card again. Now weeks later I try to update some of my apps and I am prompted to verify my billing information. When I enter all the information from the card the payment method is declined.

( I have already tried re-registering the card as I have had to do that before, I also checked my purchase history but I still can't figure out any reason why this could be happening)

iPhone SE, iOS 11.0.1

Prepaid debit cards are not an acceptable form of payment with Apple. You fooled the system when you first used the card, but that has since caught up with you and that card will not be accepted again.

You will need to provide an acceptable form of payment before you are allowed to use the account again. An iTunes gift card or a bank issued credit card from the country in which you live with a verifiable billing address in the same country.
