There is a function in text messages to "hide alerts" (or the "do not disturb") for each contact that texts you. Is there a similar function for calls? I don't want to silence all calls and I don't want to block this contact, but I would like to silence the calls.

There's no easy way. One way is to include all of the contacts that you want to hear in your VIP list, then enable Do Not Disturb full time.

Find online, or make a silent rightine, install it and assign it to that contact as a custom ringtone.
You can assign a ringtone of silence to that person or assign a vibration instead of a ringtone
There are plenty of silent ringtones you can download online or make one in garage band. Then load it onto your phone by sync’ing with iTunes.
