So buddy, i had the same issue and it drove me nuts. But i figured it out. What is happening is you are controlling WiFi and Bluetooth through the control panel. And when you go Airplane mode and go back on; they all come on even if they weren’t before. This is because in your actual settings you have them turned on. Control panel doesn’t give you full control of these functions; only like a powersave version. Go to settings and turn off what you don’t want to auto turn on or stay on when you enter or exit Airplane mode.

No. Your quote has nothing to do with the issue.
You have WIFI and Cellular Data both ON. You have Bluetooth OFF.
You toggle Airplane Mode and all of the turn OFF.
Then you turn Airplane Mode off and they ALL become ON even though Bluetooth was OFF before you turned Airplane Mode ON.
Those toggles DO NOT actually turn off bluetooth or WIFI like it used to in iOS10. They just decrease usage for all your apps but continue use it for its internal services and apps. Read the following article:

Actually, the last link that she provided explains it all as to how the toggles in Control Center work now. They disable those controls for the moment, and will turn them back on under certain circumstances, explained in that support article she linked.
Man, this answer save me, I was going crazy too. Good to know that from Control Panel you only change temporary the WiFi and BT, but once you turn off airplane mode it goes to the values you have in settings.
