applecare+ fee question

I'm looking at the explanation of what is offered in AppleCare+. It's a $199.00 USD fee to buy the service, but then it states the following when you click Learn More:

"AppleCare+ for iPhone extends your coverage to two years from the original purchase date of your iPhone and adds up to two incidents of accidental damage coverage, each subject to a service fee of $29 for screen damage, or $99 for any other damage, plus applicable tax."

It's the "adds up to two incidents" that confuses me. AppleCare+ adds two fee-based damage incidents on top of what? How many "incidents" do you get up front, if any?

If it's only the "two added incidents", then after paying $199 I would also have to pay $99/per damage incident and $29/per screen incident on top of that? You could easily rack up near the price of the phone in damage fees if you dropped it a few times under this plan.

Am I reading this correctly?

Thanks.

You get none up front. If you purchase AppleCare + you get 2 total incidents.
