I recently installed High Sierra and it seems my Canon mx700 cannot be found. I cannot locate any drivers, software, firmware, or anything that solves this problem. Please help!

The last Mac OS X operating system to support your printer was Mavericks. You can click the link here, PIXMA MX700 - Canon UK to see for yourself.
What OS did you upgrade from to High Sierra.
You could go to System Preferences/ Printers and Scanners. Click on the + sign, to add a printer at the bottom left and see if you get any results. Give it 30 seconds or so to see if it pops up. You have nothing to lose by trying. I am running High Sierra and still using a Canon MX420 and it is working.
You can downgrade or contact the printer manufacturer and Wacom maybe check their site maybe they have or are working on drivers which works with newer versions of mac os
I had a crash and restored a new operating system- yes there were a couple of steps before I got to High Sierra - I believe Mountain Lion? So is this printer useless now? UGH...I can't use my Wacom tablet either...wish I would have known that before upgrading. How frustrating.
