Apple really does not have much say in when Apple Pay is implemented. It relies on the local Banks and merchants to adopt and support it.
The Apple Pay development kit and support are available to anyone that wants to use it and incorporate it to their sales flow.
There is no way for anyone to know that until Apple itself actually publicly announces something.
