I downloaded an app that is nearly impossible to use due to the insane amount of intrusive ads. I wanted to write a review, since the app actually has no reviews, but I'm not even able to offer a rating. I have an iPhone 7 Plus with iOS 11 installed.

If I understand your post correctly, you'd like to leave a review for an app from your iPhone but you've been unable to do so. I'm happy to help.
You can write a review and rate an app from the app's description page. The write a review link is right next to the App Support link as shown here:
Contact the app developer
If you see this issue again, contact the app developer for help:
- Find the app in the App Store.
- Tap the app, then tap Reviews.
- Underneath App Store Customer Reviews, tap App Support.

The "Write a Review" link is there but if I tap on it nothing happens. Nothing at all. I can tap and tap and tap on it but nothing happens.
I'm using an iPhone X 64GB and nothing seems out of the ordinary, apart from tapping on "Write a Review" in the App Store does nothing.
Please help!
