I'm running Sierra on a mid-2010 Mac Pro and I should be able to upgrade to High Sierra, but no dice. It downloaded fine (apparently), and I follow the instructions to upgrade, but it keeps glitching out and restarting back in Sierra. I suspect it's because I'm running macOS 10.12.6 (16G1031).
Any suggestions on updating to 10.13?
If you already tried upgrading to the new macOS 10.13 High Sierra in Safe Boot Mode, with no success:

Please verify you meet all the requirements macOS High Sierra - Technical Specifications
I would suggest un-enrolling from the BETA program, this may or may not allow for some forward progress:https://beta.apple.com/sp/betaprogram/unenroll
I wish I had a elegant short answer to your problem, however in situations like yours with repeated attempts failing—The way forward is to erase and reformat your drive, using the DiskUtility from Recovery— as GUID/ extended journeled then apply the new macOS: http://support.apple.com/kb/HT4718
On boot up use your Time Machine or Boot clone to restore, the Setup Assistant when you first launch the High Sierra to import (or restore) your user/admin account including all settings, passwords, data, bookmarks, preferences etc.
The Setup Assistant is the most trouble free—it presents itself one time at the initial boot up of the new macOS—after that The Migration Assistant is used to restore all your data. Set up your new Mac - Apple Support
You can save time if you have a bootable installer on a USB flash drive: Create a bootable installer for macOS - Apple Support
Always advised to have more than one back-up, on more than one drive: https://discussions.apple.com/docs/DOC-10081
*reformat will erase and delete all data on a drive* imperative you have a robust backup plan in place before you proceed.
