None of my apps will load, including the apple apps.

I tried rebooting and resetting but problem still persists. I even tried signing out of my account but it just hangs.

If none of the apps will launch, I think that you should consider backing up, restoring to factory settings and then restore the backup.

If you would rather not get into all of that, does this happen with apps that do not need internet access or only those that do? If it only happens with apps that need internet access, have you tried rebooting your router?

..... exactly what happens when you force restart or restart the iPad? Describe what the iPad does.

Text messaging works, emails download but don't open, no problem with apps that don't need internet. I'm currently on workplace wifi but had the same problem while on home network. In all other cases, the spinning icon is accompanied by the word "Loading". Eventually I get an error message. For instance, Safari says, "could not open the page becuase the server stopped responding". The App Store error says, "Cannot Connect to App Store".
