Resetting? Never sure what that means.
Did you try a forced restart? To force restart your device, press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.
If none of the apps will launch, I think that you should consider backing up, restoring to factory settings and then restore the backup.
If you would rather not get into all of that, does this happen with apps that do not need internet access or only those that do? If it only happens with apps that need internet access, have you tried rebooting your router?

Are you using a VPN?
Is there anything unusual in your WiFi settings? Manually-set DNS? Proxy?
Good. Your VPN(s) may be presenting an IP address that Apple servers won't accept.

Text messaging works, emails download but don't open, no problem with apps that don't need internet. I'm currently on workplace wifi but had the same problem while on home network. In all other cases, the spinning icon is accompanied by the word "Loading". Eventually I get an error message. For instance, Safari says, "could not open the page becuase the server stopped responding". The App Store error says, "Cannot Connect to App Store".
The procedure that you described is what I meant by "resetting" -- and no that didn't work either.
Thanks, I disconnected from my Onavo vpn, and I now have full use of my apps. Unfortunately, my other VPN (TunnelBear) isn't working either.
