iOS11 Connecting to VPN prefers 4G and drops WIFI (according to the UI)

I am using a VPN client to connect to their servers. When not connected I see the usual WIFI fan on the lock/home screens. When VPN is turned on it shows 4G.

Heading over to settings shows it's connected to WIFI, so its not clear what it's actually using. I assume its a bug in the UI, and not the Wifi assist that's now broken (speed test at least suggests this is the case)?

I have the exact same problem. I’m confused as to whether I’m connected to WiFi or 4G when VPN is on. However when I check my WiFi settings when the vpn is on, it shows it’s conneoto my airport with the proper IP and DNS. Confusing.

Update.

There is a more serious than UI issue here. When while trying to update to iOS 11.0.3 it says phone must be connected to WIFI, which it already is but with VPN enabled.
