Try pushing the headphones in more that’s what I had to do today for mine
Try rubbing alcohol on a cotton swap and turn it while inserted in the headphone jack. I do this while the phones on but probably safer while it's powered off. Works for me.

- Look for debris on the meshes in each earbud. To remove debris, gently brush all openings with a small, soft-bristled brush that's clean and dry.
- Firmly plug your headphones back in. If your iOS device has a case, remove the case to get a firm connection.
If you continue to have trouble, I'd recommend testing a different pair of headphones, if you haven't already.

Looks like you need a new headphone jack. The charging port, speaker and headphone jack are connected together. There not hard to change yourself. Cost about 15 bucks on eBay for the part and a quick you tube video on how to install. Sorry looks like you exhausted every other options.
That didn't work either. It works if I turn the headphone plug around or wiggle it a little

Is your iPhone charging its battery whenever you hear that static noise?

Yes it makes the noise through the headphones. No not when it's charging
I push it all the way in but still when I'm on a phone call. If I turn the plug where headphone goes in. You hear the scratchy noise
