how to turn on Bluetooth Smart setting

Using an app it asks me to turn on Bluetooth smart on my current iPhone 6s Plus by a specific app for ur boom devices

iPhone 6s Plus, iOS 11.0.2, Ty all blessings to Apple support

It is on as long as Bluetooth is on.
