All Verizon LTE devices are unlocked per an agreement with the FCC.
If you buy a Verizon-branded phone at full price from the Apple Store or Verizon it will remain unlocked.
If you buy it from another source such as Best Buy it will have the US Resellers Flex Policy which means it will lock to the first carrier on which it is activated.
All Verizon iPhone X support GSM.
Initial activation attempts outside the United States or with a non-Verizon sim would be at the buyer's risk.
I just want to confirm - that seems to be a general diagram of oversea carriers. Does this also apply specifically to the iPhone X? This is the conversation I had with Verizon Wireless:
