I understand not all of the music in your iTunes Library with iTunes Match are playing on your Apple TV 4. Here are a few troubleshooting steps to try:
Update the iCloud Music Library - Launch the iTunes application on your computer. Then from the menu bar, click File > Library > Update iCloud Music Library. For additional iCloud Music Library troubleshooting, try these resources:

About iCloud Music Library icons and status
- Recycle the power to your Router/Modem and your Apple TV - this will establish a fresh, new connection to your Wi-Fi network. Turn the Apple TV off first, then unplug the power cord to your modem/router. After a mintue or two, plug the modem/router back into the electrical outlet, and then turn on the Apple TV.
- Make sure you have the most recent version of tvOS on your Apple TV
