restore icloud files to new computer

my hard drive died and I installed a new hard drive. I installed the OS without any issues, but when I have logged in to iCloud without any issues. My question is how can I sync my old iCloud files with my computer. Right now, when I look at the iCloud account from Go > iCloud drive the files do not match with my old iCloud files. In fact, when I login to iCloud via a web browser, I can see my old files that were on my computer.

Please help me solve this problem.
