iOS 11.0.3

After updating to iOS 11 and lastly iOS 11.0.3, I'm not able to download any apps. Even when I open AppStore the icons blank. I don't see any icon images. But if I toggle to Cellular data, it's okay. And it's okay using VPN too. What should I do now?

My Devices are iPhone 5S and iPhone 7.

Please help
