I have, i even turned it off and turned it back on just to refresh it, i experimented and discovered HDR 30fps works but just not 60fps and seems to be the case with a handful of others that ive been reading

I have the same issue. I initially thought it was the HDMI cable but today I installed the new Belkin ultra high speed cable as per Apple recommendation but same result; no 4:4:4 available. I have a Samsung Q9F. also updated TVOS to 11.1 but no improvement.
Not sure. Sounds like you have a better tv than I do. All I can say is that I ordered some 4k certified chroma 4:4:4 cables off of monoprice and they came in today. So I switched mine out and now my apple tv shows chroma 4:2:2 which appears to be the highest the Apple TV can do.
This is what I read on another forum about the Belkin cable;
Had issues getting full 4k with HDR10 & Dolbyvision with my new Apple TV 4K. I Had to run cables directly to my oled display just to allow basic 4k even though all my cables were certified premium high speed. After installing two of these cables to pass thru my receiver I’m now getting full 4k with HDR10 and Dolbyvision in 4.4.4 chroma. These are to the best of my knowledge the first HDMI 2.1 cables available with 48 Gbps bandwidth
On your Samsung Tv did you go into settings>picture>expert settings>HDMI UHD color>Select the HDMI input your Apple TV is plugged into and turn it on?
