While you can use restrictions to stop the installation of apps or deleting them and limiting what web sites they can get to, you cannot stop anyone from using any apps already installed or present on the device.

So delete as much as you can in terms if apps, then set a restriction passcode and stop them from installing anything. However note that they can restore the device as new in iTunes to undo all of that.

Literally speaking, you would need to ditch the whole idea of a smart phone to do what you want and buy a very basic cell phone which does little else but calls and SMS/MMS texts.

Not precisely the effects that you are asking about, but parental controls can be exercised through the "Restrictions" feature of the phone.

I have to agree with Michael Black with the idea of a basic phone. If you're only going to allow phone and texting then there's no point in spending so much money on providing an iPhone or any other smartphone.
