It moves whatever you lasso/wrap it around. First, rope off the markup that you want moved. You do this by clicking on the lasso, then draw the lasso/dotted line around the markup in a somewhat circular motion (meaning that you want to try stopping the lasso in the same general spot that you started in). Next, you hold your finger/stylus inside the lasso and slide the markup to the destination you choose. When you have it where you want it, lift your finger, and voila!

The dotted rope is the Lasso tool. You can use it to select a markup, if you added a markup and want to move it or delete it. catch it with the lasso by drawing with your finger around it, then drag the markup to a different location with your finger.
Yes, you can only lasso the graphics you add to the picture.
So you can only lasso stuff that you INSTERED intoyour picture, or PDF. So you can’t lassos something n the PDF, or picture and copy it?
