I have Homekit up and running fine and controlling devices with no issues. I have an iphone and an ipad with it installed. When my garage door opens, I get a notification sent to my iphone. When it closes I get a notification sent to my ipad?? Also I have another user in my home that is signed onto the same iCloud account and has the same Homekit. It seems notifications randomly go to one or the other??
Sharing Apple IDs between users is a bad idea and will likely result in these kinds of problems. Each user should have their own Apple ID. If you want to share HomeKit data with other users, see the "Share control of your accessories" section in:

The bad idea is that a husband and wife can't share things like an Address Book or Pages documents without jumping through hoops. Sharing the same iCloud account makes this possible.
