You are sure that it's a Mini 2, not the first gen Mini ? The compatibility list on its description lists Mini 2 onwards (and iOS 9+), but not the first Mini
The Mini 2 can be updated to iOS 11, the first Mini can’t.
I checked and it is a Mini 2 but I don't know why when I tried downloading Google Drive, it didn't work. Because i can't download Google Drive, I can't update my iPad to iOS 11!

Basically it looks like the Drive app is 64 bit only now. The 32 bit app can only be re-installed if you already had the app - but not on an iOS 11 device
