find out which carrier my phone is locked to

How can I find out which carrier my phone is locked to? I can’t check on settings because the phone was recently reset. I am using a GPP LTE card so I can use a SIM Card from the Philippines but Apple recently blocked GPP Cards. So now I need to know which carrier my phone is locked to so I can activate it or ask the carrier to unlock my phone. Serial number is 352030061256831. Thanks!

Call AppleCare and give the the serial number. They should be able to tell you who it's locked to.

No. Not unless you can get hold of whoever you got the phone from and ask them.
