You cannot. If you have activated Find My iPhone on the device before it was lost, to be able to track the phone, all of the following need to be in place. If any of it is missing, you cannot track the device.
- The device needs to have sufficient battery
- The device needs to be powered on
- The device needs to have an active connection to the internet, either cellular or wi-fi
