My mum just gave me her iPad mini, how do I reset it factory settings? I can’t turn it on as of now because my mum forgot her Apple ID and password

Without the Apple ID and password you won't be able to set it up again after restoring it if icloud was signed in and find my iPad was turned on.

Best bet, is to have you mother try to recover the Apple ID and password.
