When I open Finder, my sidebar does not include Library. How do I get it there?

Select your Home folder then press Command +J. Check "Show Library Folder"
You can use this method to view user library macOS Sierra: Library folder
Can view manually the folders Containers and Group Containers .
Second method to directly reach Containers and Group Containers is ,
Click on finder > Go > Go to Folder .
And click on Go , in the second screen shot - keep space between Group and Containers when you apply in your system .
I suggest you use the program created by Etresoft, a frequent contributor. It will provide a snapshot of your system which we can analyze to possibly determine the cause of your problem. Please use copy and paste as screen shots can be hard to read. On the screen with Options, please open Options and check the bottom 2 boxes before running. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown.
Open Finder.
Open the Go pull down menu and select Go to Folder.
Enter Library and click Go.

How do I get Library to become a folder in Finder? I don't want to go through these steps everytime I'm looking for something in Library. Plus that Library folder does not include the sub folders of Container and Group Container.
Thanks. That was easy. Now what do you know about Library/Group Container? I found a number of old files in that folder but don't know what to do with them. Plus the Library you helped me put in my sidebar does not contain the subfolders Container or Group Container. Where and what are they?

Yes, completely; however, I don't understand the need. The Library is not a normal component of the Sidebar, so you have to drag it into the Sidebar if you want it in the Sidebar.
Not sure why you need quick access to the Library folder. There isn't anything in there that needs constant attention. Or even infrequent attention.
If there is something in yours that requires constant attention, then you have something wrong with your Mac.
If you want your user Library always visible, follow dialabrain's instructions, above.
When it is visible, drag it into your Sidebar if that's what you want.

The main ("All Users") Library at the root level of the hard drive does not have those folders as they are user folders. They are in the individual user home folder Library.
