Safari bookmarks stopped syncing between my iMac & iOS devices after I upgraded to macOS High Sierra (10.13 + supplemental).
Changes made in iOS sync properly between my iPhone & iPad running iOS 11.0.3, but do NOT sync to my iMac running macOS 10.13 High Sierra.
Changes made on my iMac do NOT sync to my iOS devices.
I toggled the iCloud bookmarks setting & merged my macOS bookmarks. However, the bookmarks STILL don’t sync.
Try going to System Preferences/iCloud and stop syncing by unchecking the box for Safari. Wait a couple of minutes, then recheck syncing.
Last resort - have you tried signing out of iCloud and then sign back in?

Turns out my issue was iCloud not syncing over a VPN. I have PIA VPN and was using Viscosity and that has worked fine for years. I tried using the PIA app from their website and it syncing started working again. Hopefully Apple undo whatever they did to cause this bug or Sparklabs releases an update ASAP as the PIA app isn't very nice to use

I do have family iCloud enabled.
I have this same exact problem with my desktop. And everyone has the same replay of signing out and back in but this does not remedy the problem.
I have the same issue. My 2009 Mac Pro(El Capitan) does not sync safari bookmarks as per my 2017 MB Air(High Sierra), the above mentioned solution does not work at all.
I also have the same problem and have toggled bookmarks sync on/off and signed out and in of iCloud. Still not syncing. Only been a problem since upgrading to High Sierra, is this a bug thing?
I'm having the same issue. Bookmark sync is not working. Running High Sierra here as well.
Same issue. Latest iOS update was also meant to fix out of order iMessages but it has made it A LOT worse.
2 factor authentication is now a mess too
I have the same problem. I'm on High Sierra 10.13.3 Supplemental and iOS 11.2.6. This is rather annoying as I use that feature frequently managing my schoolwork.

That was exactly my issue. Same thing using PIA and Viscosity. Turned off the VPN and everything synced right away 🙌
