Pages and Numbers documents always in the cloud

this might be an easy fix for someone but since upgrading iOS and current versions of numbers and pages on iPad Pro, Ive noticed a subtle change that is driving me mad.

when I arrive at a destination and try to continue with documents they sit in the cloud not physically on the iPad as they used to. Therefore clicking them gives the message that a connection is needed to download them.

prior to iOS 11there used to be a little switch in the settings for both apps to keep Files downloaded to the device. It is really annoying to arrive somewhere, hotspot my phone to download something.

so, is there a way of making sure the docs stay uploaded to cloud for back up, but native to he device for quick speedy use?
