Why does the Welsh keyboard use English layout?

I have installed the Welsh language on my phone and the Welsh keyboard. However when I switch to the Welsh keyboard it has the English layout and alphabet. There is no “dd” or “ll” plus it uses letter that don’t exist in the Welsh alphabet like “j”. Come on Apple do your job properly, this is an insult to the Welsh language!

If you are looking for dd, ll and the other 6 digraphs, those are never on individual keys in standard mac/windows welsh keyboard layouts as far as I know. You just type the letters separately. But do you not find â, ê, î, ô, û, ŵ, ŷ via Press and Hold?
