i can't install the latest iOS versions on the iPhone 4 and 4s

The iPhone 4 will not update past iOS 7.1.2, the iPhone 4s will not update past 9.3.5. These are very old devices in technology years. The iPhone 4 was released in 2010, the iPhone 4s in 2011.
