I’ve tried to update my iPad Air from iOS 1 to iOS 11.0.3, and keeps saying unable to check for update, what do i do?

It appears that you have an old installer file on your phone. See if these instructions help you delete it:

Once that file is deleted, you should be able to download iOS 11.0.3 and install.
Try doing the upgrade with your iPad connected to your computer through iTunes on your computer.
