I need the answer to this question also. Since the latest update to my iPhone and iPad I have had this problem and it just will not go away. I have done the recommended closing of the app. Double tapping home button and swiping it out of opened apps. Going to settings and clearing cookies and data. I have pop up block on and i still get this annoying pop up. It is driving me crazy. I keep getting one that says congrats amazon customer.....
why is there no real way to prevent this?
I found something that helped me but I don't think it is a blanket fix for the issue. I found a YouTube video that showed how clearing the history doesn't work at preventing the pop-up, but you can set up a restriction so that your phone never goes to that website and that has helped me. The other problem with that is mine was routing me to several websites. I restricted each one and it has helped. Here are the instructions if you don't want to watch the video:
Settings > General > Restrictions > Enter your code (If you don't remember ever setting one up, try a four digit lock code you used in the past, that worked for me.) > Websites > Click on Limit Adult Content > and then under the Never Allow section at the bottom click Add a Website > Enter the websites that the blasted pop-up is routing you to.
Voila! I hope this helps others! I hope Apple gets to the bottom of this soon as it is clearly people taking advantage of a weakness in the system.
Double-click on the Home button, then slide Safari up to quit it.
Go to Settings > Safari > tap on Clear History and Web Data.

Did not work clearing the history. I haven’t done the restriction on the website because it’s a recipe website I use often. APPLE FIX THIS PROBLEM!!
