is iCloud music library available without apple music?

I have an iPhone 7 plus, and use the iCloud music library to share music from my desktop to my phone. I do not have apple music membership. My wife just got an iPhone 8 plus, and her iPhone no longer can access iTunes content that was loaded from cds. When I try to enable iCloud music library on her iPhone, i get a pop-up saying it's not available. Online research suggests Apple Music membership is required to access the iCloud Music Library, even though that's not the case for me. Any thoughts on this discrepancy? Thank you!
