Notification won’t go away

Notification won’t go away

So a notification appeared at the top of my which it normally does when it’s opened. Unfortunately it won’t go away even when I lock the phone. It’s just stuck there and I can’t click on it. Nothing on my home screen will work except my finger scanner, and Siri voice commands. I can’t power done my phone because the notification is blocking the swipe bar. The strangest thing is that when I tell Siri to open my apps. The touchscreen works, (except for the spot where the notification is.) anyone encounter this?

Can you swipe the notification sideways and delete it?

Rotate the screen sideways so you can access the power swipe bar.

or...

You can also force restart it. Hold down the power button and the down-volume button. The screen will go black, and then the Apple logo will appear. Let go of the buttons when you see the Apple. (Seriously, let go!)

No I can’t. It’s just frozen there and won’t respond to anything I try to do to it. The screen won’t shift sideways in the lock screen to power it off. I’m waiting for my phone to run out of power and see if that works.
