Can i use an apple watch without an apple phone? i do have an ipad

No, I'm afraid not.

A compatible model of iPhone is required in order to pair, set up and use Apple Watch:

• Apple Watch Series 3 (GPS + Cellular) requires an iPhone 6 or newer with the latest version of iOS.
• Apple Watch Series 3 (GPS) and all other Apple Watch models require an iPhone 5s or newer with the latest version of iOS.

Apple Watch cannot be set up on a standalone basis or set up and synced with an iPad or any other device from Apple or any other manufacturer.

Unfortunately no. The Apple Watch requires an iPhone to pair to and activate. If you have an iPhone, you could pair it to activate it, and the Apple Watch will perform many things without the paired iPhone, however I'm not sure you would want to share that connection if it were your iPhone.
