Battery doesn't charge in Bootcamp with Windows 10, but charges in macOS High Sierra

Here's a strange one I can't figure out:

Bootcamp (Knows it's plugged in, MagSafe LED on, battery doesn't charge)

When I run Bootcamp with Windows 10, the Windows OS battery indicator knows the MagSafe plug is in, but reads "Not Charging" even though the MagSafe LED is green. And sure enough, the battery drains over time.

macOS (Everything charges fine)

But when I boot back into macOS High Sierra, everything charges normally. I tried this with three different MagSafe 2 85W power adapters, and it's the exact same problem.

Specs

MacBook Pro Retina 15" Mid-2015

macOS High Sierra 10.13 (everything updated in macOS)

Windows 10 Pro 64-bit (everything updated in Windows Update)

I also tried resetting the SMC, but no dice:

Any ideas on this one?

In Windows, does the MagSafe LED turn orange when battery is below 100%? In Windows Device Manager, do you see (example screen is from a W8.1 Mac).

Yeah, the MagSafe LED turns orange when it's below 100%.

And my "Batteries" section in Device Manager is identical to your screenshot.

I should also note that in rare cases, it will read "X minutes until fully charged", though it has happened maybe two or three times, and I haven't been able to correlate it with anything.
