If you go to Settings>General>iPhone Storage, you can see what you can remove, or at least what is taking up the majority of your storage so you can regain some space.
Get help with over-the-air iOS updates - Apple Support
If nothing helps, update your device via iTunes 12.7 or later.

In addition to what you have been told, it is possible that you do not have sufficient space on your phone to perform an OTA update. It takes up to 8GB of space, to download the file and extract its contents. If you are short of space on the phone, then just connect to iTunes and update that way. The file is downloaded and extracted on the computer, so the phone space is not as important. You can delete the downloaded ipsw file by going to Settings.
