Safari 11 not loading updated CSS

When using Safari 11 for web development, it does not load the updated CSS. It sometimes help to press the reload icon in the Safari address box while holding down SHIFT, but not always.

It looked like it helped turning off all the options in "Settings for this website" in the Safari menu, but there are still problems.

This is a very weird experience to see Safari suddenly unusable for web development. Very frustrating.

A thing you can try to do is to clear the cache of Safari by going to Develop > Empty Cache or pressing Option-Command-E (⌥⌘E) on your keyboard.

For web developing, I would suggest entering private mode (File > New Private Window ⇧⌘N) so that Safari doesn't save the cache of the webpage.
