Apple Mail Preferences won't open in High Sierra

I have a newish MacBook Pro from 1 iteration ago. I just installed High Sierra for the second time because in Apple Mail I cannot access the preferences. When I do I get a window that appears and it says "General" at the stop and the rest is blank. I've attached a screenshot below.

Not sure what else to do. Any thoughts?

Force quit mail, then relaunch it while holding shift on the keyboard and try again. If it still doesn't work, try it in safe mode.

If still unresolved, create a test user and try again. If it doesn't work in safe mode, but it does on your test user, then there's something corrupt with your user account.

Ultimately I had to call Apple Support and it was escalated to a senior engineering level. The fix turned out to be something easy but took a while to get there. It was merely deleting a .plist file in the library. Not sure which one though. They had me remove so many.

Make sure you’re on the latest version of the latest operating system. Might be a fix therein.
