I know what you can do when you have your AWS3 pairs with your iPhone. However say you forget your phone at home. While I know you can place a call with your AWS3, can you still receive calls independently as well or does the Iphone have to be paired with you? Thanks for all the help!

If calls cannot be made or received when using your Apple Watch away from your iPhone in accordance with Apple's instructions, then - in the first instance - I suggest that you contact your carrier for assistance.
If the issue then persists - and depending on your carrier's advice - I suggest that you next contact Apple Support (remote diagnostics and/or mail-in service may be available, if required), make a Genius Bar reservation or visit an Apple Authorised Service Provider for assistance:

Thanks I saw that but specifically I have a 42 mm Apple Watch Series 3 cellular on T-mobile. If i leave my iphone at home and go to the store. Can my friends/family call me directly on my watch. if so how, can't seem to get it to work.
