Why are emoji’s showing up at question marks from other iPhone users?

My software says that it's up to date, but at 10.3.3, that's clearly not true. Is there a way to force download the new iOS?

They may be using emojis that are in iOS 11.1. If your iOS device is running iOS 11.0.3 or earlier you may not see the new emojis and will get the ? that you observe.

I have 11.1 and my co-worker is still on iOS 10. I tried sending one of the new emojis to him and he got the ? as well.

Are these Emoji's from iOS or did they bundle with some other 3rd party app?

For me it was the new iOS 11.1emojis

It is a bug from typing the letter "i" on certain keyboards. It replaces it with what you are seeing.
