I am running iOS 11.1 on an iPhone 6, and want to set up Apple Pay in my iMessage app (wallet and Apple Pay are already set up). I am unable to see the Apple Pay app in the App Drawer, though. I do have Restrictions turned on for in-app purchases and wanted to know if this was the issue or if there is another reason that Apple Pay is not appearing in the App Drawer.

Apple Pay Cash is currently not available outside of the beta software program.
Apple advises that the fact that the release notes for iOS 11.2 suggested that the feature had launched unfortunately amounted to a jumping of the gun.
Apple Support currently advises that the feature will begin rolling out in the US early next week.
Not exactly iOS 11.1, it was scheduled to be released in a "future update". We will have to wait until Apple announces it.
Apple has not specified precisely when the feature will be released and I'm afraid that no-one here can tell you anything about Apple's unannounced plans. (You are not talking to Apple here - this is a user-based technical support community).

I wouldn't have bothered to upgrade to 11.2 if I knew the Apple Pay Cash was not available yet. Change your release notes.

I wouldn’t have upgraded either if I’ve known peer to peer wasn’t included is 11.2 I am dissatisfied now how are we suppose to get it???

In my case, working fine on iPhone but not appearing in iPad Pro.
Live on my iPhone but not yet on the iPad. I'll give it a day or two before getting frantic ...
Both iPhone and iPad for me, so it's probably just a matter of time.
OK. Got it on iPad, too, now. Just be patient!
