I currently have an iPhone 8 Plus running iOS 11.1 and I cannot turn off the "Hey Siri" feature. I don't have the "Siri & Search" menu under my settings and I've searched around with no solution. Can anyone help me?

I figured it out! The issue was that “Hey Siri” was on and I wanted it off. I ended up enabling restrictions, then restricting Siri, then enabling Siri, then I turned off restrictions, and the “Siri & Search” menu appeared. Thanks for your help!

Settings > Siri & Search > Listen for "Hey Siri" = "Off"
You say you don't have "Siri & Search". So use Settings' search capability (like a Spotlight search at the top of Settings) to search for Siri.
I used that search feature and this is the only menu containing Siri.
All restrictions are disabled.
Might you be in a region that does not support Siri?

If not, try force restarting the iPhone.
Might Siri be restricted?
Check Settings > General > Restrictions
