How to access data from a server app running on Linux?

I have a database app on an iPad (Ninox) that can export data to iCloud or Google Drive in csv form.

I'd like to be able to write an application (maybe in PHP or Node.js) that can pick that data up and put it into a more grown-up database (eg. MySQL) as part of a web-based portal access to the data.

I get the feeling that this will be a lot easier with the (more open) Google Drive, but I'd like to get a more authoritative view that using iCloud isn't a flyer!

I'm ot certain of the data flow.

Are you planning on using the Ninox app on the ipad? PHP is typically used as a server based app to manage a web client browser.
